See attached RFI for full information. REQUEST FOR INFORMATION--HEALTH INSURANCE ELIGIBILITY AND ENROLLMENT SYSTEM This solicitation is a Request for Information (RFI) only. It is NOT a solicitation for bids or proposals. No contract award will result from this RFI. The information received from this RFI will be analyzed and may be used to develop a subsequent solicitation. This RFI, having been determined to be the appropriate method for gathering the best information, is designed to provide interested vendors with sufficient information to submit replies meeting the intent of the request. It is not intended to limit a vendor's content or exclude any relevant or essential data. OVERVIEW The Public Employees' Benefits Program (PEBP) is requesting information for a group health eligibility and enrollment information system, for state and non-state participants, retirees and dependents. PEBP operates under the requirements of Nevada Revised Statues Chapter 287 and Nevada Administrative Code Chapter 287. In addition, the plan's current Master Plan Documents, Rates, and Summary of Benefits and Coverage are available at https://pebp.state.nv.us/plans/plan-documents/. These materials are critical for responding vendor(s) to compile their proposals. BACKGROUND The Public Employees' Benefits Program (PEBP) administers a group health and life insurance program which offers comprehensive medical, prescription drug, dental, vision, life, and long-term disability insurance. Our organization is responsible for designing and managing a quality health care program for approximately 45,000 primary participants and 27,000 covered dependents, totaling over 73,000 lives. This includes active and retired individuals from the state and from several local government employers. PEBP offers a self-funded Consumer Driven Health Plan (CDHP) with either a Health Savings Arrangement (HSA) or a Health Reimbursement Arrangement (HRA); a self-funded Exclusive Provider Organization (EPO) plan in Northern and Rural Nevada; and a fully insured Health Maintenance Organization (HMO) plan in Southern Nevada for all state and non-state active employees, retirees, and their dependents. PEBP also contracts with a Medicare Exchange and provides HRA funding for eligible members based on years of service. All employees, retirees and their dependents are also offered dental coverage and a variety of voluntary benefits. Funding for PEBP operations and insurance plans comes primarily from participant and employer (pay center) contributions. PEBP submits its funding and operational requirements to the legislature as part of the biennial budget. Upon approval, each State agency is assessed an amount to contribute toward both the active-employee and retiree health plans. PEBP works with approximately 170 jurisdictions in assessing and collecting benefit premiums and subsidy payments. Each of these jurisdictions is considered a pay center and may or may not include their respective retiree participants. The number of participants in each pay center varies dramatically (from 1 - 15,000) with most pay centers involving less than 100 participants. One of PEBP's largest pay centers is also subcategorized into cost centers. PEBP relies on each pay center to notify PEBP of member eligibility and pay centers all operate independently.
